Chairman & CEO

Mr. Snow is a nationally recognized healthcare executive with 40 years of experience leading Fortune 50 companies, health plans, hospitals and several innovative healthcare start-ups. He has been featured in numerous articles and is a frequently sought after public speaker. Mr. Snow was acknowledged as one of America’s Best CEO’s by Institutional Investor in 2008, and in 2010, he was named #27 on the Harvard Business Review list of “Best Performing CEO’s in the World”. Additionally, Mr. Snow was recognized as the regional E&Y Entrepreneur of the Year in 2006 along with being a national finalist, and was also named a regional finalist as the Cedar Gate CEO in 2021.

Mr. Snow is currently the Founder, Chairman and CEO of Cedar Gate Technologies, a provider of technology-powered end-to-end solutions designed to enable customer success in value-based care, encompassing enterprise data management, analytics, population health, bundles and capitation technologies, along with other managed and consulting services.

Prior to Cedar Gate Technologies, Mr. Snow was the Chairman & CEO of Medco Health Solutions, a Fortune 34 company. Mr. Snow took Medco public in 2003 and grew it from $30 billion to $72 billion in revenue over a 9 year period. Before Medco, Mr. Snow held positions including President and COO of Empire Blue Cross Blue Shield, EVP of Oxford Health Plans and President of HMO New Jersey for US Healthcare. Earlier in his career, Mr. Snow founded his first company, Managed Healthcare Systems (later renamed AmeriChoice), which was later sold to United Healthcare.

He is Chairman of the Board for Teladoc, Inc., which is publicly traded on the NYSE. Mr. Snow is also on the Board of Premise Health and he is Chairman of the Board of Visitors for the Fuqua School of Business at Duke University.

Mr. Snow holds a Bachelors Degree from Bates College, and a Masters Degree in Healthcare Administration from the Fuqua School of Business, Duke University. He and his family reside in Darien, Connecticut.

David Morris has over 30 years of operational and executive leadership experience at blue chip companies throughout the healthcare ecosystem.

David drives client success across the value-based healthcare landscape by addressing the technology and service needs of the Payer, Provider, Employer, Pharma and Retail markets. He serves as Chief Commercial Officer with oversight of all commercial efforts, including Market Strategy, Sales and Client Success Management.

Prior to joining Cedar Gate Technologies, David held key leadership roles as EVP and Chief Commercial Officer with Citra Health Solutions, Chief Revenue Officer with Eliza Corporation (acquired by HMS Holdings), Senior Vice President of Global Sales and Services with Bupa Health Dialog (acquired by Rite Aid), National Vice President of Healthcare for SAP America, IMS Health (acquired by IQVIA), Baxter and George Washington University (GWU) Medical Center.

David received his undergraduate degree from George Washington University’s School of Government and Business Administration and now resides in Boston, MA.

Chief Financial Officer

Gabriel Cappucci is Cedar Gate’s Executive Vice President and Chief Financial Officer joining the Company in February 2021 and bringing more than thirty-five years’ experience in finance leadership roles. He is responsible for all financial activities of Cedar Gate. Prior to joining Cedar Gate, Gabe was Teladoc Health’s Chief Accounting Officer and then interim Chief Financial Officer where he led all areas of finance. He was a key contributor in Teladoc’s initial public offering and Teladoc’s revenues grew from $44 million to over $1 billion during his five-plus year tenure. From 2014 to 2015, he was the Chief Financial Officer at Enclara Healthcare.

Previously, Mr. Cappucci had a nearly 20-year career at Medco Health Solutions, Inc., a Fortune 34 company with $70 billion in revenues, where he held a variety of finance roles of increasing responsibility including Senior Vice President, Chief Accounting Officer. Gabe began his career at KPMG Peat Marwick in Boston where he was a Senior Manager servicing and consulting for companies in a wide range of industries including healthcare. He is a graduate of Boston College’s Carroll School of Management and is a Certified Public Accountant.

Michael Galvin is a 30-plus year banking and healthcare information technology and operations veteran. As COO for Cedar Gate Technologies, Michael is committed to fostering a culture of transparency and accountability and creating business value in the form of customer satisfaction, financial performance and systems reliability.

His 23 years with Empire BlueCross BlueShield as a technology leader, combined with his decade of service at Medco and Express Scripts as a innovator and transformation leader, gives Michael a unique perspective on the challenges facing the healthcare industry and have armed him with the tools needed to achieve his vision for Cedar Gate Technologies as a leader on the technology and data information capabilities while also achieving operating excellence.

Michael received his bachelor’s in business administration from Manhattan College.

James Dye

President, Bundled Payment Division

James Dye has more than 30 years’ experience in accelerating performance for healthcare organizations. As President of the Bundled Payment Division, Jamie is responsible for all aspects of Cedar Gate’s bundled payment business strategy, growth and operations.

Prior to Cedar Gate, Jamie served as the Chief Development Officer Global Healthcare Alliance (GHA), the bundled payment solutions provider acquired by Cedar Gate Technologies in late 2018. Prior to GHA, Mr. Dye was Chief Development Officer of MedSynergies (now Optum360 Ambulatory Services), a for-profit ambulatory services company focused on improving physician enterprise performance. Under Jamie’s leadership MedSynergies grew its business from a local to national ambulatory services provider, resulting in the company’s strategic acquisition by Optum in 2014.

Jamie’s prior experience also includes a 20-year tenure with Perot Systems helping to build the organization into a multi-billion-dollar market leader in healthcare services. He received his bachelor’s degree from the University of South Florida and his master’s degree in health law from Nova Southeastern University.

Gina Ford has 20+ years of experience building and leading marketing and communications teams for retail, B2B, and non-profit organizations.

Gina leads marketing, brand, and communications strategy to help drive profitable growth for Cedar Gate through product/market research, content development, advertising design, media relations, and digital presence. With a passion for technology and effective communications, she spearheads new marketing innovation to bridge traditional marketing with emerging digital tools and analytics.

She began her career lobbying on behalf of the engineering community and moved to serve on the executive team of a large non-profit in the state of Florida. She then spent time in agency life overseeing brand development for various retail and B2B companies before joining the healthcare start-up team that developed Citra Health Solutions, which was acquired by Cedar Gate in 2020. During her time at Citra, she also served on the team that created the Florida Association of ACOs, which is still serving ACOs in the state of Florida today.

Gina earned a Bachelor of Mass Communication with a minor in Marketing from Auburn University and now resides in Saint Johns, Florida.

Sherdell Jones was named Senior Vice President of Human Resources in January 2024. With over 11 years of experience in defining the culture and people’s experience in organizations, Sherdell has a passion for redefining the employee experience in the workplace. In this role, she oversees all employees for Cedar Gate in the U.S. and Asia. Sherdell is responsible for developing and implementing the company’s human resources business plan and strategically identifying solutions to continue fostering an innovative and diverse working environment. Prior to Cedar Gate, she served as Director of Human Resources for Global Healthcare Alliance.

Sherdell earned a Bachelor of Science in Psychology with a minor in Sociology from McNeese State University and her MBA from the University of Phoenix.

Paul Dominianni

General Counsel

Paul Dominianni serves as the Chief Legal Officer for Cedar Gate, and also leads the company’s compliance efforts.

Paul has extensive experience in representing both providers and payors on a wide range of contractual, regulatory and risk management matters in all segments of the health care market. Paul’s experience includes senior legal positions with two Blue Cross/Blue Shield plans and several national managed care organizations. He brings an informed and customer focused orientation to his work.

Paul holds a BA from Syracuse University and a JD from the Boston University School of Law.

Libby Connolly Alexander is an experienced business leader and philanthropist who serves on the boards of several well-known businesses and organizations.  She served as Chief Executive Officer of Connolly, Inc. from 2012 to 2014, leading the company through its acquisition of iHealth Technologies. She then served as the Vice Chairman of the Board of Directors of the combined organization, Cotiviti, as it went public in May of 2016 at a market valuation of $2.55 billion.  Two years later, Cotiviti was acquired by Veritas Capital-backed healthcare data solutions provider Verscend at a transaction value of $4.89 billion.

Libby established her company’s healthcare practice in 1998 and was responsible for building it into a leader in the payment analytics and integrity space prior to the sale of the company.  Cotiviti’s clients included 20 of the top 25 largest U.S. healthcare insurers, eight of the top 10 U.S. retailers, and the Centers of Medicare and Medicaid (CMS).

Libby is also the author Figuring It Out, a memoir of her experience taking Connolly from a PC-driven data mining and analytics company into the untapped healthcare payment integrity industry, harnessing a growth engine along the way unlike any previously leveraged.

Libby serves on the boards of Cedar Gate Technologies, Tulane University, and the Eaglebrook School, and is a strategic advisor to Save the Sound as well as several other local community organizations.  She holds a BA from Tulane University.

Sean currently is a Director of Albany Molecular Research, Ceba-Tech, Cedar Gate Technologies, Cole-Parmer, Corza Health, Maravai LifeSciences, Regatta, Riverchase Dermatology, Sotera and Transaction Data Systems. He was instrumental in GTCR’s past investments in Cord Blood Registry, Devicor Medical Products, Graceway Pharmaceuticals and Ovation Pharmaceuticals.

Pooja Goel is Managing Director for healthcare services investments at Ascension Ventures. She is responsible for co-leading the portfolio investment strategy and seeks out new opportunities for partnership. Within healthcare services, her focus has been value-based care, senior offerings, and tech-enabled services for chronic condition management. Her operational background and experience lend great ability to create value with emphasis on new market expansion and scale.

Prior to joining AV, Pooja was a Partner at Virgo Investment Group responsible for the healthcare practice. She has spent over two decades in the healthcare industry, grappling firsthand with healthcare megatrends and their consequences. This includes the high cost of care for patients with multiple chronic conditions, the need to address social determinants of health, shift in payment models from volume to value, decentralization of care, and increasing emphasis on the patient/family experience. Pooja worked previously as National General Manager for new business at Landmark Health. Before that she served as Group Vice President for the Southern California market for Healthcare Partners, overseeing several thousands of MA lives, employed/affiliated providers and medical clinics/urgent care centers.

Prior to shifting to value-based care roles, Pooja served as Vice President for International Market Entry/Integration at DaVita and led a team that identified opportunities for new M&A in Europe, Latin America, Asia & the Middle East. She served for the office of the C.O.O at DaVita, responsible for many transformational initiatives while holding several key operational roles in domestic and international kidney care. Pooja began her career in hospital operations at multiple academic medical centers, including Kaiser Permanente as an Administrative Fellow. She holds a bachelor’s degree in microbiology and molecular genetics from the University of California, Los Angeles, and a master’s degree in health administration from the Loma Linda University School of Public Health.

Dr. David Levy is the Chief Executive Officer at EHE Health. He is an accomplished physician executive with a record of achievement in founding, leading, and/or turning around a variety of health care services companies focused on improving human health.

As a primary care physician and epidemiologist, Dr. Levy started his career in private practice in suburban New York City. There he founded Franklin Health Inc., (now owned by Optum), the innovator and leader in advocating for patients with highly complex illnesses. He then went on to PwC, and as a partner ultimately led its global health care business for several years. Dr. Levy serves on the boards of leading device, technology, and services companies in the US, Israel, and Brazil.

Dr. Levy is a renowned strategic thinker who has executed effective strategies for his own enterprises and a diverse set of public and private sector entities. Drawing on a vast network of business relationships, Dr. Levy brings global best-in-practice solutions to the healthcare industry.

Dean joined GTCR in 2001 and is currently a Co-CEO and Managing Director of the firm. Prior to joining GTCR, Dean was CEO and co-founder of Delray Farms, LLC, a specialty food retailer. Prior to that, Dean was with McKinsey & Company. Dean holds an MBA with distinction from the Harvard Business School and a BS with high distinction in finance and economics from the University of Illinois, Chicago.

Dean is head of the Healthcare group at GTCR and has been instrumental in building the firm’s expertise in pharma, life sciences and medical devices. He is currently a Director of Antylia Scientific, Ceba-Tech, Cedar Gate Technologies, Corza Health, Curia, Maravai LifeSciences, Resonetics, Sotera Health and TerSera Therapeutics. Leslie Norwalk is Strategic Counsel to Epstein Becker Green, P.C., EBG Advisors and National Health Advisors. She serves as an advisor to several private equity firms; and in addition to Cedar Gate, currently sits on the boards of directors of Arvinas, Magellan Health, Neurocrine Biosciences, NuVasive, Providence Service Corp., CareCentrix, Abode Healthcare, Linkwell Health. She is also a member of APCO Worldwide’s International Advisory Council.

Ms. Norwalk served the Bush Administration as the Acting Administrator for the Centers for Medicare & Medicaid Services (CMS). She managed the day-to-day operations of Medicare, Medicaid, State Child Health Insurance Programs, Survey and Certification of health care facilities and other federal health care initiatives. For four years prior to that, she was the agency’s Deputy Administrator, responsible for the implementation of the hundreds of changes made under the Medicare Modernization Act, including the Medicare Prescription Drug Benefit.
CMS has the second-largest budget outlay of the Federal Government, directly responsible for $1 out of every $3 spent on healthcare in the United States. The organization insures approximately a third of the population of the United States (more than 100 million beneficiaries) including the elderly, disabled, and some of the lowest income individuals in the country. CMS processes over one billion claims each year and contracts with approximately one million providers.

Prior to serving the Bush Administration, she practiced law in the Washington, D.C. office of Epstein Becker & Green, P.C. where she advised clients on a variety of health policy matters. She also served in the first Bush administration in the White House Office of Presidential Personnel, and the Office of the U.S. Trade Representative.

Ms. Norwalk, a native of Dayton, OH, earned a juris doctor degree from the George Mason University School of Law, where she was a Dean’s Scholar and an editor of the George Mason Law Review. She earned a bachelor’s degree, cum laude, in economics and international relations from Wellesley College.

Lee Sacks, M.D. retired as Chief Medical Officer of Advocate Aurora Health in August 2018.   In that role, he was responsible for safety, quality, population health, insurance, claims, risk management, research, and medical education.  He previously served as Executive Vice President, Chief Medical Officer of Advocate Health Care since 1997.    From 1995 – 2018, he served as the founding CEO of Advocate Health Partners (now d/b/a Advocate Physician Partners), a clinically integrated network that includes over 5,000 physicians.  He is a nationally recognized thought leader on value-based payment arrangements.  He currently serves as a physician executive in residence for the Health Management Academy, on the board of Cedar Gate Technologies, the Board of Trustees of Rosalind Franklin University of Medicine and Science, and on the advisory boards of Prealize and Project Connect.   He is an external reviewer for New England Journal of Medicine Catalyst.

Dr. Sacks is a fellow of the Institute of Medicine, Chicago.  He practiced family medicine for thirteen years in suburban Chicago.  Dr. Sacks earned a Bachelor of Science in chemical engineering at the University of Pennsylvania.  He received his medical degree from the University of Illinois College of Medicine and completed a family practice residency at Lutheran General Hospital in Park Ridge, IL.
